where do the toxins from the fat/organs in poor quality meat go after you cook it? do they ever go away after you cook it? if not, why would you cook at all?

Cooking bad quality meat will not reduce the problem.
Cooking will alter fats and proteins into toxins and in this case it will also concentrate existing toxins into worse forms.
So the toxins will definitely not go away when cooking bad quality meat. Your best choice is to eat it raw.
